Adds new tags for cycle lanes, utility cabinet, etc #3736

Resolves #3729 Resolves #3724

Adds the following new tags in just our Taiwan deployments:

utility cabinet - Obstacle
not aligned with crosswalk - Curb Ramp

And then in just Chicago we added the following to the Other label type to allow a set of users to start marking up cycle lanes:

cycle lane: protection from traffic
cycle lane: no protection from traffic
cycle lane: surface problem
cycle lane: faded paint
cycle lane: debris / pooled water
cycle lane: parked car
cycle box
