Resolve Google Cloud Billing Confusion So We Can Use More Free Credits #15

My (Galen's) 300 bucks of free credit have been used up, so we need to figure out how to use the credit that Esther has to keep training without Google sending me a big bill :)

I contacted Google billing support and have added myself as an administrator for Esther's billing account and transferred the project's billing to that account, so we now have $1000 more in credit! Should be all set, I'm closing this issue.
