Zoning Analysis: Try different groupings and orderings of zone types #12

Right now we have quite a few zone types and they are ordered alphabetically. We could try some sort of semantic grouping (e.g., residentials, industrial, special purpose, unzoned, the rest). We might want to sort by median accuracy as well. These are just a couple ideas, but there should be a lot of experimentation done here.

I've added sections looking at a semantic grouping and a grouping based on density.
