Core/Script: Quest - By the skin on his teeth #820

Ok, Corrected my mistake. This will completely remove the SAI from the DB for quest By the skin on his teeth, and script the entire event. Core scripting provides much more stability with the quest. This also will disable MMap loads for map 638. This will need to be in effect until we correctly get map multi-phasing implemented and switch our gilneas spawns to map 654 as it should be.

Fully tested and now properly functioning.
