dotnetfx35setup not running on windows 7 Ultimate

What steps will reproduce the problem?
1. download .NET file as specified under system requirements in the readme
2. double click the application "dotnetfx35setup"
3. setup fails to start

What is the expected output? What do you see instead? setup should start,
and should install the .NET program, but instead absolutely nothing happens

What version of the product are you using? On what operating system? trying
to run KParser 1.3.9 on Windows 7 Ultimate

Please provide any additional information below.

I'm not sure why the install isn't running at all, but it's not required for 
Windows
7 since .NET 3.5 is part of the default installation for the OS.

Marking as invalid unless some mitigating factor is noted.
