Unable to open database

What steps will reproduce the problem?
1. Download file.
2. Install program.
3. Run program with debug mode.

What is the expected output? What do you see instead?
Expected parse data instead there is nothing. (because database isn't
running for some reason.)

What version of the product are you using? On what operating system?
1.4.5.0, Windows Vista - 32 bit

Please provide any additional information below.
Kparser is able to pull up my POL ID and go on, I keep having trouble with
the database. Have the .NET Framework 3.5 SP1 and reinstalled the database
in case that may be causing issues. Can't seem to figure out what to do to
fix this issue.

Kparser worked perfectly fine for me Nov 17 and Nov 18   i got home late on the
18th/19 and now it won't log anything. just blanks windows.

Using Win 7 64 bit

Downloaded the zip of version 1.3.8, tried it with new memloc, worked fine. 
Perhaps a
problem with .NET
