As suggested by @bgrierson21 the recent scaling law includes \delta and have quite different dependencies on R0 and aspect ratio

I know this paper, this is really only applicable for ITER-like devices for Hmode only

Also look at the error bar on delta kappa and Bt which makes sense if you look at these plots:

There is a general updated scaling (like H98) and one based on metal wall devices. Here "ITER-like" means metal wall.
