Psol/R should be part of risk #726

Good discussion today with @TimSlendebroek for his APS poster and we agreed that Psol/R should be a factor for @adrianaghiozzi to include in the operations risk

I strongly agree with this because I think it's better to have something to represent the divertor risk than nothing, but @ggdose and I talked about it a little while ago and I know that he has some objections... feel free to hop in here Giacomo!

@adrianaghiozzi I'd also like to add to the risk situations where we the design exceeds the stresses and coil currents above the requirements tolerances. How can I do that?

@orso82 Here's a glimpse of what I came up with for this - there's now a field associated to each engineering loss called "failure mode". The one called technology failure is what I had before, associated to the material/technology's TRL, but now there are other failure modes for the OH and TF as well, related to the stresses and coil currents like you suggested. The probabilities associated to these failure modes are calculated as the amount the tolerance is exceeded, where if e.g. the max J in the coil is at or exceeds the critical J, the probability of failure is 1. If the tolerance is respected, the probability of failure is 0.

Finally, there's a weight associated to each failure mode, and the overall probability of failure for a system is calculated as sum(probabilities * weights).
