No noclipoff #2

Basically, there isn't a command to disabled noclip once enabled. way around for now log-out and in again.

Temporarily fixed.

The temporary fix is that it closes the current client that is open and reopens another with noclip disabled. Very quickly did this and is a simpler workaround as it is quicker.

Edit: Ignore previous comment. Fixed it permanently. Will now turn noclip off upon loading a the first new region after the command "::noclipoff" is used.
