Gov2 integration

The Kusama runtime now includes the gov2 code. We should make sure that the current functionality is not affected by the changes. Furthermore we should incorporate the changes to our UI. It would be interesting to have a badge for each referendum's track as well as a filter to filter by the tracks.

Things needed:

• [x] List gov 2 alongside gov 1 (? i find it confusing having to switch like in polkassembly)
• [x] make sure the function to get ref title and description from PA works for gov 2
• [x] a gov2 badge and/or badges for each track (is there a place to get descriptions gor each track? / a url we can point visitors for further info on the tracks?)
• [x] make sure our indexer returns gov2 stats too
• [x] mak gov2 stats filterable (by track)
• [x] get active gov2 refs directly from polkadot api, order by remaining time inc(?)
• [x] adda filtering system to the ui (filter by track, ... later more ....)

that also implies we should think about paginated queries (mainly for past referendums + revisit the indexer logic) I thnk there is an open issue for referendum stats where queries which is currently not possible. i think a big part would be on the indexer side as well. while for active referenda the filtering could be done frontend it would be good to have a filter on the indexer too.

also gov2 would imply a function (best from indexer) to get all tracks and include the track in the referendaStats table
