Investigate slowdowns compared to vanilla #22

I need to check whether I'm doing something stupid in the citizen AI code that's slowing the game down, or whether it's just because the AI is more complex now.

After update 21/7/18: -Tourists react: during the day they go up to + -1200, at night they go down to +- 300. Vanilla i have +-600 linear.. -Passengers (transport lines): of day are + -1200, at nightfall they go up to + -3000. Vanilla are + - 3800/4000, more linear. I have to try to eliminate lines and make them new.

Edit.- When making new lines of transport, passengers increased a bit, but not significant.

More: the population suffers some typical changes of vanilla up / down population, but accentuated now, does not convince me. Only tourists have improved.

Also comment that new law "boost connections" (PARKLIFE) seems to hinder mod, I think better to unmark it (in special for tourist).

Edit.- Law "boost connections" does not affect mod.

Update 23 july [Development] mod. After 7 days / nights (in game): -Tourits, Passangers and "Changes in population" (typical Vanilla) the same.
