New status to represent a transaction that is created before "For sale" #190

Currently a new transaction will be created with a "For sale" status. Kotini see the "For sale" being aligned to "Listed" eg its being marketed.

Kotini would like to introduce another status where we know that the correct data have not been completed so the property cannot be listed for sale.

Maybe something along the lines of "Preparing", "Preparing for sale", "Draft", "Pending".

What do others think?

Sounds interesting @jacknely - should we have a wider review of milestones like "Under offer" etc? Really interesting to think about end-to-end chain visibility in this way...any system with knowledge of the state of a given transaction could make a (public?) claim somewhere about that state based on the UPRN...
