This PR does two main things:

adds support for alternative versification markup as marks in both PERF and SOFRIA in v0.3.0 of the schema
adds the proskomma succinct JSON schema previously in proskomma-utils.

All tests pass.

@mvahowe Is it possible to add a "roundtrip test" ? Like so : perf=>sofria then sofria=>perf and check if the files are equivalent.
