Add a license #10

Decide on which license to use for this project.

Do we have any copy-left issues here? An easy out would be GPL.

Everything's fine with me! If we'd choose i.e. Apache 2 it would be more industry friendly.

I think we are OK to go for Apache as we didn't change any of the R libraries

I've added a new milestone for the manuscript stage.
