Problem with crystal Oscillator #266

Hi, I followed TI's pierce crystal oscillator design and breadboarded their last design here: Screenshot_2023-07-18-00-30-27-464_com.google.android.apps.docs.jpg

To get a peak to peak of around 2V, but when I simulate it on proto I can get only less than 20mv pp, Please let me know why the issue is there, can we rectify it?
