If the villagers used are old-style, I would assume that the villagers need to be shown to 1.11.x clients as villager_v1

Maybe some other data also needs to be passed on loading a dimension and / or into the server? I'm guessing this since the vanilla world save which uses old-style villagers will contain a NBT Byte tag of SpawnV1Villagers
and the value of 1
. If necessary to know, this is located where gamerules, difficulty, weather & time of day, etc. are saved.
