Do these things

[ ] Review variable/function names
[ ] Check comments to see if they make sense or anything needs commenting
[ ] I've left a few comments saying "UNFINISHED", make sure none are left
[ ] Make sure the code makes sense
[x] Try to test thoroughly on PC and Dreamcast
[x] Remove all Dreamcast-specific stuff from PC with #ifdefs
