ProtonVPN advertises certain features as being available to certain account
tiers (e.g., https://protonvpn.com/support/watch-netflix-with-vpn/), but there
is no way to select only "Plus" or other server tiers. Another common problem
is that some sites have the more popular free VPN servers blocked. This change
allows a server tier number to be specified with --fastest-connect and some
other connect options.
