make MRE repos public

Well that was one thing we said we would consider, no decision was made...

There was discussion around letting the repository go public rather than pay the $25/mo to keep it private since our work on RMM/MRE is now obsolete.

How do you suggest we handle this since there may be interest in the RChain community???
