Defer `/posts` request on initial page load

• Description:
  • Defer loading of blog posts on initial loading of home page to reduce the rendering time.
• Designs:
  • No UI designs
• Dependencies:
  • react-bootstrap is responsible for the toggling between Events and Blog Posts. The mountOnEnter property on the <Tabs/> component can be leveraged to defer mounting the blog-posts-list component, which makes the request when mounted.
• Acceptance Criteria:
  1. Should NOT make request for /posts on initial load of home page
  2. Should make request for /posts only when "Blog Posts" tab is selected

I've tested the mountOnEnter property locally and it works great. I can submit a PR, but since it's a good first-timer issue, I will leave this until after the Hacktoberfest event.
