[BUG] Query is percent-encoded twice #2039

Steps to Reproduce

Make a request with a query (already has percent encoded)

Current Behavior

% is encoded again

Expected Behavior

If it's encoded -> Don't do it
If it's not encoded -> Encode it

Environment

App version: e.g Proxyman 3.9.0
macOS version: e.g macOS Monterey
