plugin manager #656

What steps will reproduce the problem?
1. I have installed plugin_manager according to the steps provided

What is the expected output? What do you see instead?
Supposedly the plugin manager would work as per shown in your video

What version of the product are you using? On what operating system?
I am currently using roundcube 0.9.5 installed on cPanel and run on Windows OS

Please provide any additional information below.

The message is clear. Your server is not able to connect to our servers. This 
can be a firewall issue or our servers are down (which is currently not the 
case). Also it is possible that neither cURL nor fsockopen works on your 
installation. You have to fix this issue yourself. Contact your hosting company.
