I.  Issue Description: Does not send Welcome email after welcome body change

II. Steps to reproduce the Issue:
1. Edit welcome_body.html.dist under localization
2. Login new user and welcome message never appears. As admin, I recieve the 
new user login information.
3. Restored welcome_body.html.dist to it's default and still does not send 
welcome email.

The plugin is know to work. Check my response on board
