Updating Modifications target assembly to 1.4.1.1 #183

Waiting for the latest OTAPI to get on nuget to change the reference for the modifications projects. (Patched OTAPI, as well as TSAPI and built it with TShock with the local files that I've compiled. Things are running nicely.)

The project builds/runs and is ready to be referenced in TShock project for a pre-release.
