Why remove the DCU config options

The DCU options have been deprecated and warned of removal for some time. That's functionality better relegated to a plugin.

@sylar605 As a workaround you can use projban to allow only select groups to use the DCU lasers. Even though people can bypass banning the mount with the quick mount button (we still don't have mountban, right?), as soon as they try digging they will be disabled.
