Improve background page stability #269

Without internet connection, the background page is not correctly initiated. Since background page is run only on extension installation/update, the application is now broken forever.

Possible solutions:

[ ] Accomplish essential background page stability
[ ] Make popup inform the user, when the application has broken.

I thing https://github.com/PrzypisPowszechny/pp-client/pull/290/commits/1d81cfec38feaa9d1446a57f7ed2112d4d8a444d should solve these problems as it removes internet dependency. Can you confirm it?
