Fix irregular annotation request highlight bugs

I noticed possible bugs that I found hard to reproduce that appeared at random when I was working

• [ ] annotation + annotation request on the same highlight
  • sometimes annotation request is not highllighted
• [ ] annotation request
  • after annotation request is created, it does not appear at once (and the page must be reloaded)
