There is no 1.21 build but there is an 1.21.1 build, since they are almost identical it wouldnt change things if you changed the allowed versions from 1.21.1 to 1.21.x, since I am making a modpack for 1.21, some mods that I used dont have a 1.21.1 version yet, or will never have, so I would be very grateful if you changed the .mod.json to allow for both 1.21 and 1.21.1
