2 years ago I don't see this in the admin panel; it probably should be there with variable placeholders for: {journal name} {embargoed-start} {embargo-length}
That way, we could recompose a global message as we'd like. For example:
The PEP Archive contains the full-text content of all of the volumes above. Due to contracts with the publishers, there is a {embargo-length} year moving wall (embargo of current articles) for this journal. You can browse the tables of contents up through the current issue, and searches include the complete text of the articles, but only the titles and abstracts (or summaries) will be displayed for articles from {embargoed-start} and newer. The current embargo message in the TOV is pretty non-specific.

But the first sentence talks of a three year moving wall, and that is a bit overly general, when we could be more specific, as the old PEP-Web used to be.
At least we could follow that with a clarifying sentence like:
"This journal has a # year moving wall", where # is the actual number.
