Webx Links in Figure Titles dropped by User Interface XML -> HTML conversion #678

As exemplified here in what was supposed to be a link to Vimeo, there's a problem in the handling of the XML links in figure titles as reported by @davidtuckett

Resolved in #738 when #727 was handled
