Use Terraform to manage PEP-Web on stage and production:

ACM certificate
S3 static assets bucket
Static assets cloud front + domain mapping
DNS records for assets and live site
Fastboot Lamda to serve Emberjs site
API Gateway + custom domain on the edge
Bundle and deploy EmberJS site when web changes detected

Remove legacy CI workflows

Deploy certificate infra via CI
