Updated README with current status of OxyGEN #53

Added more context about OxyGEN teams animal testing success. Government approval for hospital/patient trials and SEAT capacity for 400 units a day.

Note they IP version is not entirely open-source because they need fast regulatory compliance. The team says all learning and results will be filtered back into the ooen-source M version
