Render markdown action #68

I was just checking the issues and noticed I hadn't closed #55.

I've used a similar action in Public-Health-Scotland/slfhelper which seems to work. For this one, I used the pre-made example and just limited when it will run.

I note there are no other actions enabled in this repo, so if that's a deliberate decision feel free to close this and the related issue.

Otherwise, it should resolve #55 permanently
