Update GH workflows #88

Have bumped the action version which should solve the npm warning we were seeing.

The Rmarkdown workflow will now open a new PR, rather than trying to commit the changes automatically. The Style and Document workflows will do this when ran against master. These changes are to allow us to keep the workflows and the branch protection on master 😊
