bottom banner #98

there is no colour fill in the bottom banner (I think it used to be purple).

I couldn't get the links to stick to the bottom of the page (they would jump up to the end of any text), but changing position to fixed in html and updating the stylesheet worked.

may be better to create a page for contact with link in the top banner
