Automate homelessness completeness path #1024

Function get_sg_homelessness_pub_path should be automated. This is buried in the code and can take a while to find this issue if the name of the file has changed.

If this is a manual process, the function should be moved to 00-update_refs so that we do not miss manually updating this.
