Not too sure what is happening here but when i read in the consultations data and run this function, 0 rows are returned. Could you please have another look at this? Thanks
My test run shows that it works fine. If you could try the following testing code,
devtools::load_all(".")
ooh_data = targets::tar_read(ooh_data_1920)
year = "1920"
consultations_extract <- process_extract_ooh_consultations(ooh_data[["consultations"]], year)

Thanks @lizihao-anu I tried that and it worked fine. Not too sure why i was returning 0 Rows but it seems to have resolved. This was the code i was trying which is the eqivalent to using targets:
data <- read_extract_ooh_consultations(year = "1920")
test <- process_extract_ooh_consultations(data, year = "1920")
