Bump node version #111

Looks like node 9.11 is somehow causing the image download script to fail.

Bumping node to 10.15.1 fixes this problem. Node 10 will be maintained till April 2021.

thanks @mrtmrt233! I just checked it against the test branch (#112) seems good to go update - the CI is still failing (https://app.circleci.com/jobs/github/Public-Tree-Map/public-tree-map-data-pipeline/877)

@daniellezegelstein could you please take a look?
