AS A/AN: city employee

WHEN I: interact with a developer or property owner about construction that involves a public tree

I WANT TO: have a simple way to communicate an estimated price the city may charge to replace the tree

the data about mitigation may also help non-developer community members appreciate the trees in a different context ("wow, that tree is worth $###")

I added some data from Wister about replacement/mitigation values. to use the mitigation calculator, I need to update our species csv to include species codes (to join it with this mitigation data), right @captainrandom?
