Provide bundle functionality for datasets

The bundle should contain:

• XML-formatted metadata
• top-level resources (not ingested) with their own metadata (in what format?)

The generation of this bundle should be assigned to a celery queue. The result can be cached on the pair (package-id, revision-id).
