If a dataset is aligned to the INSPIRE schema, then normal editing of core tags will be disabled and replaced by a read-only view containing the collection of:
INSPIRE free keywords
all INSPIRE keywords from thesauri (possibly each one prefixed by the name of the thesaurus it belongs to)
