Various code updates and revisions.

Read-me files and release-notes updated.
TestNet code revisions implemented to mitigate default port conflict with MainNet RPC
Reduced TestNet requirement of failed connections before accepting custom ports.
Bech32 Address updates: plsr, tplsr, rtplsr prefixes implemented.
Version bumped.

Release files will be pushed separately.
