BuildCraft version 7.99.24.3 needs updating to 7.99.24.4 for Redstone Engine fix #40

Brief description of the issue

During use of a Redstone Engine extracting items from a chest into any other component, the Redstone Engine will not heat up.

Is this replicable? If so, how

Hook a Redstone Engine to a Wooden Pipe from a chest to any other item, and it will always stay on the coolest setting. See https://github.com/BuildCraft/BuildCraft/issues/3914

Is the issue occurring on Single Player or on a Server?

Server, running 1.12.2

Is indeed fixed with the next pack update, in which there are 15 mod updates :)
