Currently - Artisan enforces food/potion (and likely manuals, haven't tested), but does not enforce materia extraction or repairs.
The cases in which it does enforce it is only if "use quick synth where possible" is selected - but that ignores solvers/custom macros.
Crafting via lists feature is also functioning correctly in this context.
Alternative suggestion: perhaps instead of option to use quick synth under endurance, it would be better option to add it as a possible solver. Then everything can be covered neatly.
