COMP: add support for windows compilation #107

In order to compile SlicerAstro on windows we need to fix the wcslib compilation (see #106).

wcslib is available for windows via https://github.com/microsoft/vcpkg which can import https://github.com/Starlink/ast which contains wcslib.
