Just as a heads up, please avoid checking anything in that has non-default values for anything in the ServiceDefinition/ServiceConfiguration.* files. It can potentially create security problems.
I can manually add you to the deployed instance if necessary, but I just don't want anyone downloading/forking this and then having us magically be SAs on their service.
In order to be authorized to send chat messages you need to add your Google+ userID code (this is public, non-sensitive data) to the ServiceConfiguration.Cloud.cscfg file (or via the settings editor in VS). Use commas to seperate multiple entries.
The userID can be found by navigating to your Google+ profile page, where it will appear in the URL e.g. https://plus.google.com/113843820404111752141/posts where 113843820404111752141 would be the code to add :)
