Change version checking to REST 2 methodology #441

SUMMARY

For modules that only use REST 2 endpoints, remove the REST 1.x API version checking and replace with REST 2 methodology. Remove packaging as a pre-requisite and replace with a vendor copy of distutils.version to leverage LooseVersion(added as part of #519 )
