Enabled to eradicate destroyed pgsnap #488

SUMMARY

Enabled to eradicate destroyed protection group snapshots. Added "not pgsnap_deleted" to the conditional expression so that "eradicate_pgsnapshot" would be executed for already-deleted snapshots.
