we could make authority servers which sole goal is to manage floodfill networks. by categorizing the floodfill routers based on speed and only give slow speed routers as last resort nad the config should be the same and check the auth servers setting and management with hash values and add them to trusted auth servers

Then the operators of such servers will be hijacked by an adversary.
