Add site-wide announcement banner to site #32

This entails adding a site option for the banner content. When empty, it should not be displayed. The banner content should support basic HTML for buttons, links, text formatting, etc. This means <style> tags could also be included for styling the banner, as needed.

This is for announcements such as site maintenance, upcoming closures (eg. holidays, vacations), new product launches, etc...

Ideally, I'd like the option to be available in a dashboard widget. In this dashboard widget, I'd also like the toggle/checkbox for the "Open to Work" feature. (see Issue #19)

Eh, nobody really cares. I don't get that many visitors or do that much promotional stuff. Plus, my maintenance updates are quick and typically done super late at night.
